Info 18 seconds of silence and straight to voicemail

    I've been trying to reach someone who I believe is a verizon user. Usually her phone works fine.

    It started out with a change in the ring tone a few days ago, 4 or 5 long rings that sound more like a long beeping tone (like when you call someone abroad).

    And now there is no ring at all. Every time I call there is exactly an 18 seconds of silence and it goes straight to voicemail most of the time, or nothing.

    What is this about? Is it that the phone is out of coverage area? Or maybe that all incoming calls are blocked? Is there such a feature where only some people can get through?
