I dialed from my Verizon mobile phone:

"Welcome to Verizon Wireless. Your call cannot be completed as dialed.
Please check the number and try again. Message 2. Zero nine five, one
    zero one."

95 is the VZW SID here. so I'm guessing the 095101 is a tower code.

If I force the phone over to Alltel (AC FR) and try the same call:

"We're sorry, but we're unable to complete your call. For assistance,
please dial *611 from your cellular phone. Alltel One Forty Two."

142 is the Alltel SID here.

Can anyone confirm my suspicion that both VZW and Alltel announce
their SIDs when you dial crazy numbers (for example, call 512 and
    listen to the error message)?

Your theory seems to work on verizon SID 190 . I dialed a non-standard
number from my home area on SID 190 and received the recording that " it is
not a working number, to check the number and try again, message 190xxx ."
This may well come in handy, if it holds true elsewhere.
