Effect on rounding calls up to the next minute!!

    Speaking as someone who worked for Aerial when VoiceStream took over, the
    main reason per-second billing went away is that VoiceStream's billing
    system wasn't capable of doing per-second and Aerial's system didn't have
    enogh capacity to add all of VSs switches.
