The amount of rings before voicemail picks up on one of out LG 4400s is
at about 9 rings. How do I reduce this to 4 or 5?

Call into CS and they can have it set in most markets to what you want.

I tried and was told they changed it be 30 seconds, not number of rings, due
to different ring tones on handsets now. I was also told there is no way for
    a user to change it.

From my experience, tech support (switch) can change the default 26
seconds to 24 or 28 on request. Hope this helps.

In the past anyway, c/s can change it to anything you say--even the no
answer transfer timing--the problems happen, when the cell phone does
not always ring instantly when called.
