Background App Refresh doesn't really use all that much battery. Nor does it stop apps from running in the background. Apps need to run in the background to work properly. The problem is the few rogue apps that hang in there too much. But Background App Refresh is designed to help apps run in the background more efficiently. I keep it on all the time.
