Voice Mail Notification problem

I have had a verizon phone for a few months now and I've been having
this problem that is driving me nuts. A few times everyday my phone
notifies me that I have a voice mail, but when I check there is
    nothing there.

Has anyone else had this problem and if so how did they solve it?

I called customer service twice about this and both times they told me
they were fixing it but it keeps happening.

    Mike:
If the notification is via an envelope icon, it might mean someone has sent
you a written message. If your phone is so equipped, check the INBOX.

The voicemail icon on my phone is always on, even though I have no messages.
Nothing in my control will turn it off.

I am served by Verizon, for Tracfone, in Sacramento, CA.
